I believe it should be on the same fuse as the regular brake lights. Do they work? If so, I'm thinking it isn't a fuse but something in the wiring for the 3rd brake light.

Looked at the video and it seems like a HG issue if the bubbling over won't stop. I would use a good funnel when bleeding it. Is the heater on full hot when you were doing that?
