What do the following things do and control what problems can be caused from these items being bad?The Illumination Controller, icu,and Resistor Assy.

The illumination controller controls the intensity of your interior lights.
The ICU controls various lights including hazards, entry light timer, intermittent wipers, etc..
The resistor I believe reduces the battery voltage going to the engine.

I know on my newest coupe i picked up the headlights, tail lights work on and off my parking lights are not working all of a sudden now the interor lights are gone.The guy who had the car was bootleg or let a bootleg guy work on the car cuz the fogs where connected to the cornerlights and the interior harness to them was thrown away i see no sigh off it and theres wires loose and disconected under the steering wheel..
