Default Cruise control not working

My cruise control on my newly bought 91 legend coupe isn't working. Any tips on what to troubleshoot first?

If the 2nd Gen is like the 1st Gen:

1 - there is a bizarre arrangement on the brake pedal and clutch pedal in which a safety switch is depressed when the pedal is at rest. The bizarre part is the plastic tab which resides in a hole, until the plastic tab deteriorates and falls out, leaving a hole, and therefore nothing for the button on the safety switch to press against.

2 - the safety switch on both pedals can get out of adjustment.

3 - make sure the vacuum hose to the cruise system is attached and functioning.

4 - the captain obvious question - have you activated the separate button on the dash to turn the cruise system on?

This is probably the problem.

The other likely issue is the adjustment of the brake light switch or broken rubber pad on the brake pedal as discussed above.

Check fuses #31, 35, & 39 in the under-hood fuse/relay box, and check fuses # 13 & 20 in the under-dash fuse box.

In addition to the brake and clutch safety switches, the problem could also be a bad main switch, a bad set/resume switch, a bad shift lever position switch if AutoTrans, or a bad control unit.

Here's the page in the service manual which describes how to test the system:

There's are TWO rubber stoppers on the clutch pedal - one on the back needed to start the car and one on the front to disengage/allow engine agement of the cruise control.
